According to NHCP Heraldy Section chief Teodoro Atienza, the Queen of Pop violated Republic Act 8491, section 34 which bans the wearing of the Filipino flag as costume.

Atienza also added organizers may face penalties from P5,000-P20,000 and one-year imprisonment, while foreign organizers may face deportation or a lifetime ban in the country for the blatant display of disrespect for the Philippine flag including Madonna.

“She ridiculed our flag. Our flag was made fun of. It was turned into a cover-up. It was turned into a scarf. The flag touched the stage. It’s stipulated in our law that the flag must not touch the floor,” the commission said.
