Duterte Over Catcalling Issue, “I am not harassing her. That is freedom of expression.”


Amid criticisms about the ‘catcall’ issue, President-elect Rodrigo Duterte defended his action over GMA News reporter Mariz Umali in a press conference held in Davao on Thursday.

He said that he did not violate any law especially the Women Development Code of Davao City which he signed and he was not harassing Umali when he catcalled her.

“You do not have any business stopping me. That is a freedom of expression,” he said. “You cannot stop anybody from whistling. But I would say, who gave you the right to presume I was whistling because I saw you?” he added.

“I was exasperated by the question. Whistling is not a sexual thing. I am not harassing her,” he explained.

Duterte was criticized after catcalling Umali on Tuesday’s news conference in Davao City.
