Bayani Fernando Faces Raps for Alleged MMFF P24.2 Million Fund Scam


The Office of the Ombudsman has ordered filing of charges against Bayani Flores Fernando and four others over the alleged anomalous use of Metro Manila Film Fest (MMFF) funds.

Ombudsman Conchita Carpio Morales accused the respondents of conspiring by authorizing and approving the irregular payments and expenditures of MMDA funds from 2003 to 2009 amounting to P24.2 million.

This includes the following:

  • P1.6 million as supposed birthday cash gift to Fernando
  • P11.8 million as expenses for cultural projects
  • P10.8 million in cash incentives granted to the chairman and members of MMFF executive committee

Aside from Fernando, other accused are former MMDA Assistant General Manager Edenison Fainsan, Director Leonila Querijero, Consultant Rolando Josef, Chief Revenue Officer Cleofe Ablog and General Manager Robert Nacianceno.

Fernando was appointed MMDA chairman from June 2002 up to December 2009. He was elected as representative of the First District of Marikina on May 9, 2016 elections.
