I read this news from a friend’s blog reynaelena.com . Our fellow kababayan Jocelyn Dulnuan, 27, from Namulditan, Hingyon, Ifugao, was killed last Monday afternoon in a Mansion in Mississauga, Ontario, Canada. Based on media reports, Dulnuan’s body was found on Oct. 1 on the premises of Doulton Place mansion where she worked as a live-in caregiver. According to the National Alliance of Philippine Women in Canada (NAPWC), Dulnuan entered Canada under the Live-in Caregiver Program (LCP) and worked under various employers in the Greater Toronto Area before working at the Doulton Place mansion.

News about Dulnuan’s murder has been disseminated to the Ifugaos through an email group. Participants in the email thread have called on President Gloria Macapagal Arroyo to intercede on the case in view of statements from the Overseas Workers Welfare Administration (OAAW) in Canada and the Philippine consulate that they could not help bring home Dulnuan’s remains because she was an unregistered worker.

Toronto Sun said Dulnuan arrived in Canada last year under a work permit. She started working at the Chanchlani household two months ago and lived in the huge house. She worked as a nanny for a number of other families prior to her employment as domestic helper with the Chanchlanis.

Irate Ifugaos said the Philippine government ought to help Dulnuan regardless of her status in Canada. “Her citizenship and the circumstances (behind) her death, not her status, should be considered by the Philippine Consulate to seek help from the government in the Philippines,” an Ifugao email sender in Canada said.

Meanwhile, Kelly Botengan, spokesperson of SIKLAB-Ontario (Sulong Itaguyod Karapatan ng mga Manggagawang Pilipino sa Labas ng Bansa or Advance and Uphold the Rights and Welfare of Overseas Filipino Workers and their Families) said, “the Philippine government can no longer deny that the LCP continues to claim and destroy the lives of countless Filipinos who dream of creating a better life for themselves and their families back home.”

Botengan said that Dulnuan’s death “attests to the chronic de-skilling of Filipino professionals” in Canada. “It is appalling that Filipinos are among the most highly-educated immigrants in Canada and yet they are streamed into the lowest paying jobs.”

As the Filipino community grieve the death of another OFW under the LCP, Botengan urges both the Philippine and Canadian governments to seriously address and investigate Dulnuan’s death and bring justice to her and her family.

“We hold the Arroyo regime accountable for each death of an overseas Filipino worker,” she said, noting that Philippine government must address the plight of OFWs in foreign countries like Canada.

“We cannot allow the murder of Jocelyn Dulnuan to fade from memory as numerous others have before her.”

AN UPDATE:

The fundraising went well and we are able to collect $4664.00. At the fundraising a representative from the Phillipine consulate came and inform us that they will help in the repatriation of the body of Jocelyn to the Philippines thus the money that we raised and any other donations will be sent to the family of Jocelyn Dulnuan.

  2. The vigilance of our Canada-based OFWs is encouraging to say the least. We salute them for their selfless struggle to attain justice for Jocelyn Dulnuan.

    I am equally pleased to know that my student Kelly Botengan has transported her activism from St Louis University and the Philippines to Canada. Kelly, I hope you visit this blog so you will know that I am mighty proud of you. I am actually in tears.

    What? Wala bang pakinabang ang Phil. consulate natin sa Canada? Aba eh tanggalin na kaya ‘yan diyan. Nagpapalamig lang yata ang mga consuls natin doon ah. This is a body we are talking about here, for crying out loud. A dead Filipino citizen.

    Ok, wala akong alam sa mga ganyang protocol or whatever shit they call it, but hello? Saan siya nakalagay ngayon? Sa freezer? Or does the Canadian government provide a burial site for “unregistered workers”?

    At ano ang ilalagay sa tombstone niya? “Here lies Jocelyn Dunluan, an unregistered worker”. Or better yet—”Here lies Jocelyn Dunluan,a murder victim, but because she was an unregistered worker, we did not give a damn who killed her”.

    My goodness, I cannot believe the inhumanities of men dahil lang sa protocols (or whatever they call them).

    feel feel sorry tlga sa family nya… lalo na may anak xang na iwan.. and mind u 2 months pa lng xa sa trabaho nya..ganun na agad ang sinapit nya…but she stays here in Canada for yrs na rin ata…– the big question ngaun is “who killed her?” the invistegator said the victim knows who killed her… and they are figuring out if its Pilipino ba or hndi…e kung Pinoy malamang Canada will be strick accepting immigrants and ofw from Pinas…hahahayyyzzz… :(

    Dexter, nakakalungkot talaga. Siguro kung tutulog-tulog pa ang mga nasa gobyerno natin, mas marapat na suportahan na lang natin ang kapwa nating Pinoy kung sila ay malapit sa ating kinalalagyan.

    Jennifer i understand how you feel, especially being an OFW. I’ve been there for a short period of time and it’s really difficult to live far from your family. i really hope that our government will pay attention on this issues. Wake up GMA!

    It’s sad to know that these things are really happening to OFW’s. I am an OFW here in Canada too. Thank you for the information Pinoy Ambisyoso. I don’t know this news yet. Hope our government will do something to protect us from these kinds of painful death. We work abroad to bring life to our families in the Philippines. I am calling also the attention of the government especially those cases happening in Saudi Arabia. Our Filipinas are being rape, tortured and treated like an animal. Masakit isipin lalo na sa mga taong naghahangad lamang ng magandang kinabukasan para sa sariling pamilya at sa makatulong sa bayan. Tapos ito pa ang “fate” na mararanasan. Masakit di ba?
